Global slowdown triggered by China offers India a golden opportunity

India is in a sweet spot as global economy is not looking good in the face of market turmoil in China. A global recession triggered by poor showing of European economy had hit badly the export led growth model of China, whose economy grew by 6.9 per cent in 2015, the slowest in two decades. Following this slowdown, high commodity prices had started correcting exerting more pressure on China down turn. The massive over investment in China in steel, cement, shipbuilding, petrochemicals, real estate and other infrastructure sectors began to burst. This volatality in equity and commodity markets did not augur well for the global and Chinese economies. Global economy may not be in a crisis as in 2008 during the financial meltdown but it is certainly not out of the woods and outlook for global economy is certainly bearish in 2016.
In such a scenario, there will certainly be some ripple effect on India but there will be no menace as is happening elsewhere in the world. This is because India is now a reviving economy with strong fundamentals. The current account deficit is below one per cent of GDP, Inflation is down though there is some increase in food inflation lately and foreign exchange reserved comfortable and swelling. The fiscal deficit has been reined in and is withing manageable limit of less than four per cent and is falling further partly because sharp fall in commodity prices particularly oil, which has pushed down drastically subsidy bill. It has also helped in increasing indirect tax revenue because increase in excise duty to pre-crisis level.
This is the time for India to get its act together and Finance Minister Arun Jaitley rightly put it at the World Economic Forum summit at Davos. Exuding confidence on the Indian Economy, Jaitley said India would utilise the headroom available to get some additional growth engines going through efforts to revive private investments.
Several speakers at the ongoing Davos Summit in stressing that India will be the next growth engine of the World with the picture in China and Europe gloomy. It is not very good in US as well. Reserve Bank of India Governor Raghuram Rajan has aptly summed up India's comfortable situation. He termed India as a recovering economy, despite weak global markets and two consecutive years of poor rain. As these things turn, growth will get stronger, he said. When the growth rate is falling elsewhere in the World, India's growth is increasing to become the fastest growing economy in the world. Of course India is growing to its potential as yet at 9-10 per cent annually. For that to happen, India needs to push investments in infrastructure and kick-start private investment to get the economy firing all fronts. The fall in commodity prices will help in pushing investments in infrastructure as input costs in steel, cement and the like will come down substantially.
The General Budget to be presented to Parliament by Jaitley on February 29 provides an opportunity to push reforms so as to get its house to convert the global challenges to opportunity to take the Indian Economy to new high. This is a golden opportunity for India to become an economic power. We had similar opportunity in 2004-05 and we missed the bus. Hope we do not miss the bus this time. If we get it right this time the 21^st century would belong to India, which is not only in sweet spot but also it has has the demographic dividend with 65 per cent of the 1.25 billion population below the age of 35 years. The country is geared to cash in on this once in a lifetime opportunity. The general budget, particularly game changing tax reforms like GST, bankruptcy law, make in India hold the key.
So far India has not been able to grow to its potential barring 2004-08 when the economy clocked nearly a double-digit annual growth. One of the major reasons for growing to our potential is corruption at all levels right from the top to bottom. This is a menace that is deep-rooted in the country and Prime Minister Narendra Modi showed lot of promise to end this menace, when he secured majority in Lok Sabha elections in 2014, first time any party has done in the last 30 years. But so far there is no visible effort to end this corruption menace so as to ensure the economy marched ahead.

कृषि भूमि पर महिलाओं का बढ़ता अधिकार

महिलाओं के अधिकार क्षेत्र में देश की इस समय 01 करोड़ 65 लाख हेक्टेयर कृषि भूमि है। जो देश की कुल कृषि योग्य भूमि का 10.30 फीसदी हिस्सा है


विश्व बैक द्वारा हाल मंे किए गए अध्ययन से यह बात स्पष्ट हुई है कि भारत की कृषि भूमि पर अब महिलाओं का अधिकार बढ़ा है। 2001-11 के प्राप्त आंकड़ों को आधार बनाकर किए गए अध्ययन में पाया गया है कि ऐसी जमीन जिस पर महिलाओं का अधिकार है, जिस पर उनका नियंत्रण है, जिस जमीन पर वे खुद खेती कर रहीं हैं, ऐसी जमीन में इस दशक में तेजी से वृद्धि हुई है।
वैसे इस तेजी से हुई वृद्धि के बाद भी महिलाओं के कब्जे में दस फीसदी ही जमीन है। महिलाओं की भागीदारी की बात करें तो कृषि भूमि पर इसमंे 36 फीसदी की वृद्धि हुई है। वहीं इस दशक में उनके नियंत्रण के भूमि क्षेत्रफल में 24 फीसदी की बढ़ोत्तरी हुई है। अब यह जानना दिलचस्प होगा कि महिलाओं में जहां मालिकाना हक को लेकर 36 फीसदी की वृद्धी दर्ज की गई, वहीं पुरुषों के बीच यह वृद्धि महज 13 फीसदी है। इस बीच महिलाओं का जमीन पर अधिकार जहां 24 फीसदी बढ़ा है, वहीं पुरुषों का कृषि भूमि पर अधिकार 02 फीसदी कम हुआ है।
महिलाओं के नियंत्रण मंे देश की कृषि भूमि की बढ़ोत्तरी एक शुभ संकेत है। भारत मंे हम जानते हैं कि पारंपरिक तौर से महिलाआंे को पुरुषांे के मुकाबले कम अधिकार मिले है। यह बात विश्व बैंक के अध्ययन से भी साबित हुई है कि महिलाओं का जमीन पर अधिकार होगा तो यह उनके आत्मविश्वास को बढ़ाएगा। उन्हें आत्मनिर्भर बनाएगा। इससे देश में उनकी आर्थिक सामाजिक स्थिति में भी सुधार आएगा।

इस अध्ययन के सार्वजनिक होने के कुछ दिनों पहले ग्रामीण विकास राज्य मंत्री सुदर्शन भगत ने कहा था कि सरकार स्त्री अधिकारों के लिए देश व्यापी जागरूकता का एक कार्यक्रम प्रारंभ करने वाली है। जो महिलाओं के सामाजिक आर्थिक अधिकार, कानूनी अधिकार और भूमि पर अधिकार को लेकर समाज में जो पूर्वाग्रह और भेदभाव की सोच है, उसे दूर करने का प्रयास करेगी।
महिलाओं के बढ़ते कदमों को प्रमाणित करता यह अध्ययन बदलाव की आहट है, इसे सुने और इस बदलाव का हम सब मिलकर स्वागत करें। क्योंकि स्त्री पुरुष बराबरी सिर्फ राजनीतिक नारा बनकर ना रह जाए।

Gloom & doom on farm front

Second consecutive drought owing to monsoon failure has brought gloom to our farmers and rural distress is on spread across the country.

While our worthy Parliamentarians slug it out on “unworthy” issues during the month-long winter session, the life in rural India continues to become worse with spread of monsoon misery.

The narrative on farm front continues to chronicle pain and suffering of our farmers while Delhites are worried about rather mundane issue of an odd and even numbers plan for movement of their cars beginning 2016.

Cotton and basmati growers in Punjab to sugarcane farmers in Western Uttar Pradesh, the story is that of utter gloom and pain with no state compensation or insurance companies coming to their aid. White fly attack and low prices has worsened farmers’ lives in Punjab. Non-payment of sugarcane arrears has pushed farmers in Western Uttar Pradesh to despair.

Same is the story of farmers in Odisha, Madhya Pradesh, Bihar and Maharastra where they continue to be trampled by the vicious money lenders given monsoon failures.

Low commodity prices, virus attack and failure of monsoon has ensured regular reports of farmers suicides while the states and centre have become mute spectators to their desperate acts of ending lives.

When Indian Express detailed the suicides of five farmers in 30 days across the drought prone Nabarangpur in Odisha, the district’s officials and Naveen Pattanaik government in Bhubaneshwar claimed there were other reasons for these deaths. Officials even disputed the fact that they were farmers.

Fourteen farmers’ deaths in Madhya Pradesh had chief minister Shivraj Singh Chauhan sit up as many of them are from his home district of Vidisha as the soya crop failed due to monsoon failure and yellow virus hit the white lentils or urad crop.

Madhya Pradesh has declared 41 out of 50 districts drought hit and requested Rs 10,000 crore to tackle one of worst farm crises in the state.

This phenomenon of drought is not just limited to Madhya Pradesh. In fact, half of 600 districts across 18 states are in the grip of continued drought. If agriculture experts were to be believed, only four times in last 100 years that the country experienced back to back droughts. And, the year coming to an end is one of the worst.

All pervasive opinion is that the rural economy has come to a grinding halt, centre and states will have to think out of the box to tackle this crisis.

But does the moot question is does the political leadership at centre and states have this as the priority? Would they go beyond Delhi to look at life on farm lands is the moot question.

Agrarian economy needs immediate attention, issue specific to each state needs different solution to tide over the crisis.

The food we eat is the cause of about 90 per cent of our diseases and health problems. With increase in affluence and pressures of modern life, we started punishing our bodies, knowingly or unknowingly. Besides, those who produce and sell food items and other dietary products, in the lure of money, often indulge in food adulteration. Even permissible ingredients in food items sometimes cause serious health problems.

Although there are sufficient legislations to prevent, they have failed to curb the menace. The aim of Prevention of Food Adulteration Act is to ensure that consumers get pure and wholesome and also prevent fraud or deception. The initial legislation had loopholes and hence the Act has been amended three times in 1964, 1976 and in 1986. The punishments have been made more stringent and Consumers and Voluntary Organizations have been empowered to play a more effective role in its implementation. The PFA Act is in the list of the constitution but it is enforced by the State/U.T Governments. The major role of Central Government is as an advisory in its implementation.

The first law to regulate the quality of food was made in the country 1899. Up till 1954 the states made their own food laws and there were substantial differences in the rules and specifications of the food. This hindered inter-provincial trade. The Central Government is empowered by the Constitution of India for making legislations on Food and Drugs Adulteration. A legislation called Prevention of Food adulteration Act (PFA) was endorsed in the year 1954 for making uniformity in food laws all over India. It came into effect from 15 June, 1955.

Prevention of Food Adulteration Programme: The under PFA Rules have been amended several times and quality standards for about 250 food articles which are commonly consumed in India have been fixed. Implementation of food standards in corporation/municipal area rests with the local bodies. These bodies employ their own food inspectors for examination and maintenance of standards. They are responsible for licensing of food industries/establishments as well.

The Food Safety and Standards Act, 2006 (FSSA) was passed by Parliament in August 2006.  After this legislation came into effect the Prevention of Food Adulteration Act, 1954 stands revoked. However the standards, safety requirements and other provisions of the Act and the rules and regulations made under Prevention of Food Adulteration Act are still followed by this act until new standards are specified under this Act or rules and regulations made.

Provided that anything done or any action taken under the enactment and Orders under repeal shall be deemed to have been done or taken under the corresponding provisions of this Act and shall continue in force accordingly unless and until superseded by anything done or by any action taken under this Act. Owing to trade in food commodities globally, food safety is no longer considered as a domestic issue. The WTO has specified that development of modern food control and safety programs by national Governments are needed. Food quality refers not only to end product parameters but also to process control. The Central Government has started a Project for Food Safety and Quality Control of Drugs with aid from World Bank.

Over 68 per cent of milk sold in the country does not conform to the standards set by the Food Safety and Standards Authority of India (FSSAI), the Centre had told the Supreme Court on a plea for checking sale of synthetic and adulterated milk and various dairy products.

The submission has been made by the Centre in its affidavit which referred to a survey conducted by the FSSAI, which had found that over 68 per cent of the "non-conforming" milk was found in urban areas, 66 per cent of which was loose milk.

We often find that food we used to traditionally eat was the most appropriate for our health. There are efforts going on in the country to promote traditional food items. Annam being held in Kochi is one such endeavour.                      

Why do prices rise periodically

Onion and pulses prices soar periodically in India and that too ahead of elections bringing tears to common man and deny much needed protein for growth to the poor. This happens despite the fact that the production has increased substantially in the country. Onion production has doubled in the last 7-8 years to 190 lakh tonnes. The pulses production might not grown that rapidly but India is the largest production of pulses at 19.5 million tonnes. The country is also the largest importer of pulses at 3.5 million tonnes.

In onion the wastage is around 30-40 lakh tonnes every year. The shortfall during years of crop failure or destruction of standing onion crops due to floods or unseasonal rails is usually not more than 10 lakh tonnes. When this shortfall is not bridged prices skyrocket and political parties take advantage of it. Sometimes shortfall is engineered to manipulate prices. If only the country manages save just 25-30 per cent of the wastage through better cold storage facility, the supply can be regulated preventing any spurt in prices. Unfortunately this does not happen in the country as it prevents traders and political bosses to reap benefit from price manipulations.

In the case of pulses the problem is more complex. India is the only country which consumes huge quantity of pulses as it is perhaps the major source of cheap protein, particularly for vegetarians. Here the problem is there is no incentive for farmers to increase production of pulses unlike in rice and wheat where minimum support prices is increased substantially disproportionate to the increase in input costs. This disincentivise farmers from producing pulses as there is also no proper procurement policy for pulses like in the case of food grains, where the country has stocks, which is three times more the buffer required to meet any contingency at around 60 million tonnes. One of the reasons the BJP lost the recent Bihar assembly elections because of the soaring prices of pulses, which touched Rs 200 a kilo. Rightly government has thought of creating a buffer now for pulses. The agriculture ministry has now decided to create a buffer of 50,000 tonnes of pulses using the market stablisation fund. The new pulses crops start coming into the market from January and government would start creation through imported pulses from that month. Initially it will import 10,000 tonnes. This makes sense as when India imports huge quantity during shortage global prices of pulses soar as it happened recently. The prices of imported pulses, which was around $700 per tonne in August rose to $1900 a tonne in October when India imported huge quantity to meet the shortfall to stablise prices. Another problem with pulses not many countries produce pulses apart from India. It is produced only in Myanmar and certain varieties like chik-pea in Australia and Canada. So imported pulses is not available all that easily.

As a permanent solution India needed to encourage Indian farmers to produce more pulses on a mission mode shifting some of the surplus rice and wheat production to pulse through incentives like higher MSP and so on. Also private Indian businessmen could buy huge quantity of land in Africa, particularly East Africa which is conducive for growing pulses. The quantity produced produced there could brought to India to create much needed buffer bringing about price stability. President Pranab Mukherjee, gave some incentives for increasing pulses production in Eastern India when he was Finance Minister. That did help in marginally increasing pulses production in subsequent years but unfortunately that programme has appraently not been sustained and expanded. There is also scope for increasing yield of pulses in the country as it is usually grown only in arid region. If it is grown irrigated area, the yield automatically increases, but farmers prefers to grow rice and wheat as it ensure assured and remunerative prices. Government should therefore come out with some incentives to farmers to shift to pulses cultivation in some of their irrigated land in the country.

Rating agency Crisil has said in a recent report that there is a clear pattern of a spike in pulses inflation every third year, though this year the peak is higher than the last two peaks, with wholesale price index (WPI)-based inflation already crossing 34 per cent average so far.

It said this year’s spike can be explained by supply side shocks, mainly from deficient monsoon and higher global prices, while various other factors – such as drought and delayed rains, high growth, shift toward protein consumption and demand pushed up by higher rural wages due to NREGA – can explain the previous spikes.

Though pulses is grown in all seasons, rabi and kharif. Its shorter variety is grown during the intermediate season, thereby there is a three crop every year. But in India it is mostly a rabi crop and four states, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh account for 70 per cent of the production. But pulses is grown in most parts of the country in smaller quantity.

Crisil report noted that while food prices were the biggest contributor to the decline in the consumer price inflation (CPI), pulses inflation had seen the sharpest spike in a decade. The CPI and WPI inflation for pulses was 42.2 per cent and 53 per cent, respectively, in October.

This statistics reveals more than what they hide. It is certainly a wake up call for the government to act to deal with this problem, which is not insurmountable. But the question is will the government have the political will as price manipulations benefits traders and political parties to the deteriment of common man. Anyway Narentdra Modi government has made a beginning by deciding to create a buffer of pulses and one only hope it is carried forward to bring about price stability. It would augur well for common man, if onion is tackled on a permanent basis to provide relief to common man.

छोड़ कर कुछ सवाल, लौट आई मैगी

जब एक कंपनी पर प्रतिबंध लगे और छह महीने बाद वह बाजार में इस तरह उतर आए जैसे कुछ हुआ नहीं था फिर समाज के बीच एक गलत संदेश जाता है। जब कंपनी के पिछे एक बहुराष्ट्रीय जनसंपर्क कंपनी हो तो यह संदेह और गहरा हो जाता है।

दीपावली पर मैगी की वापसी बाजार में एक बार फिर से हुई है। दो मिनट में बनने वाली मैगी की प्रतिबंध के बाद वापसी में पूरे छह महीने का वक्त लगा। मैगी स्वीट्जरलैंड की कंपनी नेसले जो दुनिया की सबसे बड़ी पैकेज्ड फूड की कंपनी है, का उत्पाद है।
 30 अप्रैल को मैगी विवाद मीडिया में आया। खबर यह थी कि मैगी के नमूने में लेड और एमएसजी (मोनो सोडियम ग्लूटमेट) जरूरत से अधिक पाया गया है। लखनऊ में आधिकारिक तौर पर कंपनी को अपना माल समेट कर वापस ले जाने का निर्देश मिला। उसके बाद मीडिया में मैगी द्वारा अपना माल वापस मंगाए जाने और उसे नष्ट किए जाने की खबर आती रही लेकिन पूरे एक महीने तक मैगी ने मीडिया से बातचीत नहंी की। एक महीने बाद मीडिया के सामने नेसले के सीईओ पॉल बुलके का बयान आया- ‘मैगी सुरक्षित है।’
जब पॉल मीडिया को यह आश्वस्त कर रहे थे कि मैगी सुरक्षित है। उस दौरान एक के बाद एक राज्य में मैगी पर प्रतिबंध लग रहा था। 
मैगी के प्रतिबंधित होने के बाद नूडल्स का एक बड़ा बाजार देश से खाली हुआ। पहले नूडल्स के इस बाजार पर मैगी से टकराने वाली कोई बड़ी कंपन नहीं थी। मैगी पर प्रतिबंध के बाद नेपाल से वाई वाई नूडल्स भारत आया और बाबा रामदेव ने पातंजली से नूडल्स तैयार किया। लगभग आधा दर्जन नई कंपनियां बाजार में नूडल्स बेचने के लिए उतर आई। अब ग्राहकों के पास विकल्प बढ़ गया था। जब बाजार में मैगी थी तो आम तौर पर ग्राहक विकल्पों की तरफ देखते नहीं थे। 
मैगी की वापसी में बड़ी भूमिका अमेरिका की जनसंपर्क कंपनी एपको की मानी जा रही है। एपको से पहले जनसंपर्क का काम नेसले के लिए एपिक देखता था। एपको वही कंपनी है जिसने नरेन्द्र मोदी की 2002 के साम्प्रदायिक दंगों वाली छवि में सुधार लाकर उन्हें विकास पुरुष के तौर पर स्थापित करने में मदद की। बताया जा रहा है कि मैगी को मुसीबत से निकालने के लिए एपको ने श्रीलंका से अपनी कर्मचारी शिवानी हेगड़े को विशेष तौर से इस काम के लिए भारत बुलाया। 
ताजा खबर यह है कि मैगी के सभी छह प्रकार के 90 नमूनों में लेड सुरक्षित मात्रा में पाया गया। तीन प्रयोगशालाआंे में मैगी ने सभी परीक्षाएं पास कर ली है। मुम्बई उच्च न्यायालय ने मैगी के पक्ष में अपनी बात कही है। अब कर्नाटक और गुजरात की सरकार ने उसके बाद मैगी से प्रतिबंध हटाने का निर्णय ले लिया है। 
मैगी की वापसी का हमें स्वागत करना चाहिए लेकिन उत्पाद की गुणवत्ता से किसी तरह के समझौते के लिए हमें तैयार नहीं होना चाहिए। मैगी को बाजार में लाने में एपको की भूमिका को लेकर कई तरह के सवाल सोशल मीडिया में उठ रहे हैं। यह बात भी आई कि मैगी क्या बाजार में उस उत्पाद को भी ला सकता है जो पुराने स्टॉक का है और किसी कारण वश जिसे अब तक नष्ट नहीं किया गया।
भारत में गुणवत्ता नियंत्रण रखने वाली संस्थाओं को खाद्य सामग्रियों के नमूनों की नियमित जांच करानी चाहिए। इस बात का भी ख्याल रखना चाहिए कि नमूना किसी एक जगह से बार बार इकट्ठा किया गया ना हो। उन्हंे नमूना अलग अलग जगहों से इकट्ठा करना चाहिए। 
यह भी सुनिश्चित होना चाहिए कि यदि कोई कंपनी खाने पीने की सामग्री में मिलावट करती हुई या ग्राहकों के सेहत से खिलवाड़ करती हुई पाई जाती है तो उसके खिलाफ कड़ी से कड़ी कार्यवायी होगी। जब एक कंपनी पर प्रतिबंध लगे और छह महीने बाद वह बाजार में इस तरह उतर आए जैसे कुछ हुआ नहीं था फिर समाज के बीच एक गलत संदेश जाता है। जब कंपनी के पिछे एक बहुराष्ट्रीय जनसंपर्क कंपनी हो तो यह संदेह और गहरा हो जाता है।
अब नूडल्स को लेकर भारत में उपभोक्ता के पास विकल्प है। जरूरत है कि वह सोच समझ कर खरीददारी करे क्योंकि हम सब जानते हैं सावधानी हटी, दुर्घटना घटी।

किसानों को बेहतर दाम है दाल संकट का हल

शाकाहारी बहुसंख्यक आबादी वाले हमारे देश में प्रोटीन के सबसे बड़े स्रोत दाल की प्रति व्यक्ति उपलब्धता में लगातार कमी आई है

दाल की कीमतों में एक साल के भीतर डेढ़ सौ फीसदी तक की बढ़ोतरी ने देश में सियासी पारे को आसमान पर पहुंचा दिया है। दाल केंद्र की एनडीए सरकार के लिए वही कर रही है जो प्याज की कीमतें पिछली कई सरकारों के लिए कर चुकी हैं। ऐसा नहीं है कि दाल की कीमतें अचनाक 60-70 रुपये प्रति किलो के 200 रुपये प्रति किलो को पार कर गई। इसके पीछे जहां देश में कृषि उत्पादन को लेकर नीतिगत विफलता है वहीं जमाखोरों और दाल निर्यातक देशों ने इस मोर्चे पर आग में घी का काम किया है।

सबसे चौंकाने वाली बात यह है कि भले ही हम हरित क्रांति के चलते खाद्यान्न निर्यातक देश बन गये हों लेकिन देश में दाल के उत्पादन में हम लगातार फिसड्डी बने रहे हैं। शाकाहारी बहुसंख्यक आबादी वाले हमारे देश में प्रोटीन के सबसे बड़े स्रोत दाल की प्रति व्यक्ति उपलब्धता में लगातार कमी आई है। साठ के दशक में देश में प्रति व्यक्ति 65 ग्राम दाल प्रति दिन उपलब्ध थी लेकिन अब यह आधे से भी कम होकर मात्र 32 ग्राम प्रति व्यक्ति प्रतिदिन रह गई है।  उत्पादन के मामले में 200 लाख टन के आंकड़े को पार नहीं कर पाते हैं और हर साल 30 से 50 लाख टन दाल का आयात करते हैं। देश में करीब ढाई करोड़ हैक्टेयर में दाल का उत्पादन होता है लेकिन इसमें में 20 फीसदी से भी कम सिंचित क्षेत्रफल है और दाल हमेशा एक उपेक्षित फसल की तरह बनी रही है। पिछले साल देश में कमजोर मानसून रहा और दाल का उत्पादन 2013-14 के 192.5 लाख टन  के मुकाबले 2014-15 में घटकर 172 लाख टन रह गया। इसके बाद चालू साल में भी मानसून खराब रहा और इस साल (2015-16) के खऱीफ सीजन में उत्पादन और घटा है।

अब सवाल उठता है कि जब पिछले साल करीब 50 लाख टन दाल का आयात किया गया था तो इस साल यह आयात 70 लाख टन तो होना ही चाहिए था ताकि आपूर्ति को पिछले साल के स्तर पर बरकरार रखा जा सके। और यहीं पर बड़ी चूक हुई है। खास बात यह है कि विश्व में भारत दालों का सबसे बड़ा उत्पादक, आयातक और उपभोक्ता तीनों है। विश्व में करीब सात करोड़ टन दालों का उत्पादन होता है और इसमें करीब डेढ़ करोड़ टन का ही वैश्विक कारोबार होता है। यानी इस साल अकेले भारत ही इसमें से आधे का आयातक हो सकता है। ऐसे में दाम बढ़ना ही था।

देश में दालों के आयातकों की एक मजबूत लॉबी है और उनकी एसोसिएशन है। जब सरकार को पता था कि इस साल आपूर्ति का संकट है तो समय से दाल आयात की रणनीति क्यों नहीं बनाई गई। साथ ही देश में कमजोर उत्पादन का फायदा निर्यातकों और घरेलू आयातकों ने उठाया। वैश्विक बाजार में अरहर दाल की कीमत करीब तीन गुना बढ़कर 2000 डॉलर प्रति टन को पार कर गई। इसी तरह उड़द और मूंग की कीमत भी दो गुना से ज्यादा हो गई। हम दालों का आयात म्यामार, दक्षिण अफ्रीका, कनाडा और आस्ट्रेलिया से करते हैं। दिलचस्प बात यह है कि वहां भी हमारे देश के कई ब़ड़े कारोबारी सक्रिय हैं। अगर सरकारी एजेंसियां बेमौसम बारिश से रबी फसल के खराब होने के साथ ही दाल आयात के लिए सक्रिय हो जाती तो यह संकट पैदा नहीं होता। अब दो हजार और पांच हजार टन के आयात की सरकारी विज्ञप्तियों का कोई असर बाजार पर नहीं हो रहा है। रही सही कमी जमाखोरों और बड़े रिटेल कारोबारियों ने पूरी कर दी। सभी ने कार्टेल की तरह कीमतों में इजाफा किया क्योंकि बाजार में दाल तो उपलब्ध रही लेकिन कीमतें अप्रत्याशित रूप से बढ़ती चली गई।

आइए जानते हैं कि सरकार ने दाल की कीमतों को कम करने के लिए क्या कदम उठाये.एक्सपोर्ट पर प्रतिबंध लगाया और फ्यूचर ट्रेडिंग रोक लगाई गई। इंपोर्ट पर लगने वाली ड्यूटी को जीरो कर दिया। 500 करोड़ रुपए के प्राइस स्टैबिलाइजेशन फंड के जरिये सब्सिडी दी।  जमाखोरों और कालाबाजारी पर लगाम लगाने की कवायद की गई। स्टॉक होल्डिंग लिमिट लागू कर राज्यों को जमाखोरों के खिलाफ कार्रवाई का अधिकार दिया। लेकिन यह कदम देर से उठाये जाने के साथ ही केवल तात्कालिक राहत वाले ही कदम हैं। इसके स्थाई हल को लेकर सरकार की नीयत साफ नहीं रही है।

 असल में हम लगातार दालों के घाटे को बढ़ाते जा रहे हैं। इसकी वजह उत्पादन में बढ़ोतरी नहीं होना है। दिलचस्प बात यह है कि सरकार कह रही है कि वह दालों का बफर स्टॉक बनाएगी। यह स्टॉक आयात से बनेगा। संकट को दीर्घकालिक रूप से हल करने के लिए यह सरकार का एकदम गलत कदम है। वैश्विक स्तर पर इस समय तमाम कृषि उत्पादों गेहूं, चावल, चीनी, कपास की कीमतें रिकॉर्ड निचले स्तर पर चल रही हैं लेकिन दाल में आग लगी हुई है। बेहतर होगा कि हम दालों का रकबा बढ़ाएं। इस साल किसान बासमती धान परमल धान की कीमत पर बेचने को मजबूर हैं। गन्ना किसानों का दस हजार करोड़ रुपये से ज्यादा का बकाया है। इन किसानों को दाल उत्पादन के लिए तैयार किया जा सकता है क्योंकि यह फसलें सिंचित क्षेत्र में हो रही है। दालों को सिचिंत क्षेत्र में लाने से उत्पादकता मौजूदा 750 किलो प्रति हैक्टेयर से बढ़कर दो टन प्रति हैक्टेयर तक जा सकती है। हैदराबाद स्थित इक्रीसेट के सेंटर ने दालों की कई हाइब्रिड प्रजातियां विकसित की हैं जिनकी उत्पादकता भी अधिक है और इनकी रोग रोधी क्षमता भी ज्यादा है। लेकिन सरकार को किसानों को आश्वस्त करना होगा कि दाल की सरकारी खरीद होगी और वह भी बेहतर समर्थन मूल्य पर। ऐसा सरकार नहीं कर सकी है। चालू खरीफ सीजन (2015-16) के लिए सरकार ने अरहर और उड़द के समर्थन मूल्य में केवल 75 रुपये का इजाफा किया और 200 रुपये का बोनस देकर इसे 4425 रुपये प्रति क्विंटल किया है। इसी तरह मूंग के समर्थन मूल्य में केवल 50 रुपये की बढ़ोतरी कर 200 रुपये बोनस के साथ इसे 4850 रुपये प्रति क्विंटल किया है। वहीं रबी 2014-15 में चना का सर्मथन मूल्य केवल 75 रुपये बढ़ाकर 3175 रुपये और मसूर का समर्थन मूल्य 125 रुपये बढ़कार 3075 रुपये प्रति क्विंटल किया था। लेकिन इन सबके लिए उपभोक्ता 150 से 200 रुपये प्रति किलो तक चुका रहा है। बेहतर होगा कि सरकार तुरंत दालों का समर्थन मूल्य बढ़ाकर किसानों को प्रोत्साहित करे।  अगर इस समय हम 130 रुपये किलो की आयातित अरहर दाल के लिए व्यापारियों और विदेशी किसानों की जेब भर रहे हैं तो घरेलू किसानों के जरिये क्यों नहीं इस संकट का हल खोज लेते हैं जो सबसे आसान है।
